The Eagles should trade him to the Niners for a second round pick!

John Erlichman, one of President Richard Nixon's closest aides, has admitted America's "War on Drugs" was a hoax designed to vilify and disrupt "the antiwar left and black people" when it was launched in 1971.

If this is true, it might be the funniest NFL news of all time. Wow.

It says that SF beatwriters have speculated as such.

                          Okay, found it:

It will be interesting to see whom Kelly can lure as a defensive coordinator given his frenetic offense. In Philadelphia, his fast-paced attack ranked last in time of possession for three straight seasons, and fatigue could help explain why the Eagles ranked 30th (2015), 28th (2014) and 29th (2013) in total defense during his tenure.
Working under Kelly could provide similar numbers for the next coordinator, which could be Billy Davis, 50, who served in that role with the Eagles during Kelly’s tenure.
Kelly routinely defended Davis against media criticism as the Eagles’ defense struggled. In November, Kelly was asked if he’d retain Davis after a 45-17 home loss to Tampa Bay in which the Eagles allowed 283 rushing yards and five touchdown passes.
“I’ve got tremendous confidence in Billy Davis,” Kelly said.
Davis, who is from 49ers CEO Jed York’s hometown of Youngstown, Ohio, has spent seven seasons as an NFL defensive coordinator, including a stint with the 49ers from 2005 to 2006. However, his units have never ranked higher than 20th in total defense.

I rate that mention more of a, "It's not impossible" than a speculation that he is the hire. Neither Chip or SF beat writers are THAT dumb.
